My Lord,

I have the honour to inform you that a letter has been received in this Dept. From Elias Boulger asking for the assistance of H.M.G. in the following circumstances.

He states that his daughter, Alice Boulger, was sent out to Canada by Miss Rye, that she has changed her name to Gray and that she is now employed as a telegraphist under a Mr. Gray, Postmaster at Springfield, near Englestill. He adds that he has sent sixteen letters to his daughter without receiving an answer, and that he is informed by another daughter who has visited her that Alice Boulger, or Gray, is prevented by this Mr Gray from holding any communication with him.

I shall be glad if your Govt. will cause discreet enquiries to be made into this complaint and inform me of the result.

The Committee of the Privy Councilhave had under consideration a despatch, hereto attached, dated 9th October, 1893, from the Right Honourable the Principal Secretary of State for the Colonies, concerning one Alice Boulger.

The Minister of the Interior to whom the despatch was referred states that it appears that this girl came to Canada in 1877 to Miss Rye's Home, Niagara, from which institution she was adopted by Mr. James Greig of Embro, a tailor by trade. Six or eight years ago Mr. Greig moved to Sheddon and some time later to Fingal where he now lives with his family in very comfortable circumstances, Alice Boulger being treated as one of them, bearing their name and appearing to be happy and contented in every respect[ed], and that a letter to Alice Greig, in care of James Greig, Fingal, Ontario, will find her.

The Minister observes that it should be noticed that the despatch states that she was a telegraphist under a Mr. Grey, Postmaster at Springfield, near Englestill, but no letter addressed to her in that way could have reached her and this fact probably accounts for the failure to open communication with her.

The Committee advise that Your Excellency be moved to forward a certified copy of the minutes (if approved) to the Right Honourable the Principal Secretary of State for the Colonies.

All of which is respectfully submitted for Your Excellency's approval.

On December 11, 1895, at Fingal, Elgin, Ontario, Canada, a marriage was registered between Alice Grig, 24, born in England to James and Jane Grig; and Mathew Smale, 24, born in England, to William and Mary Small.

At least 4 children were born of this marriage: Charles Smale, born about 1894; Mary Jane Ann Smale, born May 13, 1902, at Elgin, Ontario, Canada; William Smale, born April 30, 1905, at Elgin, Ontario, Canada; and Arthur John Smale, born July 9, 1909, at Elgin, Ontario, Canada, died July 25, 1933 of bilateral pulmonary tuberculosis.
