Sir, In accordance with your instructions dated 4th December re inspection of pauper children, I beg to report i have been able only to see the young lad Samuel Cooper who is living with an English family in Kildonan near Winnipeg. The boy is in good health and tells me he is quite contented, and gets plenty to eat, which I believe is the case. He tells me that he suffers from chillblains. I caused him to undress his feet and found his left feet slightly swollen, also a slight abrasian of the skin. I asked his mistress to get him some medicine and see that he did not go out too long when it was cold as it would have a bad effect upon his feet and she promised to do so. She complained that the boy was stupid and wilful, and neither truthful nor reliable. I begged of her to have patience and take a good care of him at least through the winter, when if he did not improve I would endeavour to find another place for him. I also advised the boy to be good and truthful, and to make himself useful in every way to his mistress and the family which he promised to do. I shall go and see lad occasionally as he is quite close to town.
