When Lily Cooner was born, she and her mother, Margaret Cooner, were shown as residing at the Union Workhouse. Margaret married Walter Roscoe in 1884 in Chorlton, Lancashire, England.

In 1894, L. Roscoe (no age given), arrived at Quebec, Canada, in a group of 34 children (8 from the Wirthington Union, and 26 from Manchester and Salford Refuges) accompanied by Rev. Mr. Wallace and en route to Belleville, Ontario, Canada.
