Alcohol and Temperance in Modern History: A Global Encyclopedia, edited by Jack S. Blocker, David M. Fahey, and Ian R. Tyrrel states that the Ottawa Home for Friendless Women was a place to rehabilitate alcoholics, prostitutes, and criminals. It focused on a link between alcohol and a lack of sexual morality, was operated by the Young Women's Christian Temperance Union and was headed by Frances Willard. The home became government funded in 1891. Despite being judgmental, the home had advance understanding as alcoholics being plagued by a disease and aided in dispelling myths about the impossibility of reforming 'fallen women'.
