In 1917 he was employed at Gurney Foundry Company, Toronto, Ontario, Canada, and living in Landsdowne.

In April 1921, William E. Turtle, 32, married, molder, entered the United States through Port Huron, Michigan. He declared that he resided in Port Hope, Ontario, Canada; that he had no relations in Canada; that his final destination was Oakland, California; that he carried $400 on his person; that he had last been in the US in 1916; that he intended to visit for 2 weeks. He was described as 5 foot 4 inches in height; medium complexion; brown hair; green eyes. He was born in London, England.
