In 1887, Henry Eaton, 12, arrived at Quebec, Canada, in a group of 18 young persons sent by Croydon Union, Surrey, England, accompanied by Rev. R. F. Winter and en route to various places.

"Copy of Reports of Inspection of Pauper Children sent out to Canada made by Immigration Officers of the Dominion Government and received from the Colonial Office on the 12th December 1888.

Henry Eaton, aged 12. From Croydon Union. Placed with Mr. J. Neefield, Shantoft P.O.?After several weeks of patient trial his master returned him to the sheds, unable to do anything with him. While at the sheds he was guilty of many breaches of discipline, becoming so incorrigible that he had to be put off the premises. Sent him to a Mr. Peterson, Steinbach P.O., who, after five weeks, returned him to the sheds as a hopeless case. The boy is undoubtedly an idiot and has developed many vicious habits. I consider that the authorities of the "Croydon Union," knowing the mental state of this boy, should not have sent him to this country. We are now feeding him at the sheds, he requiring the almost constant supervision of some one to prevent his burning the place down."
