In 1901, Arthur A. Herbert, 5 years of age, was shown residing at 15 West Road, Reigate, Surrey, England. Other family members included: Ernest W. G. Herbert, 3; Charlotte F. Herbert, 26; Frank L. Barnardos reported that the children's father was a blackguard, "drunkard and destitute" and had deserted the children. His wife Charlotte Fanny (Chappell) Herbert was left to take care of the children and was not able to and the children were on the verge of starvation. It also stated that there were two children who were left in England, the oldest boy (Percy) and a baby daughter (who was later adopted out).

Herbert, who resided at Chipstend, Sevenoaks, England; that his date of birth was October 15, 1895; that he was a boxmaker; and that he was not married. He was described as 5 foot 8 inches in height; medium complexion; blue eyes; dark brown hair. He was a member of the Wesleyan faith.
On September 15, 1920, at London, Middlesex, Ontario, Canada, a marriage was registered between Arthur Montague Charles Herbert, 25, carpenter, born in England to Robert Besecher Herbert and Frances Chappelle; and Ruby Irene Pring, 23, born in London, Ontario, Canada, to William H Pring and Sarah Ann Taylor.
