In 1881, Arthur was living in the Forehoe Union Workhouse in Norfolk, England (See 1881 Census of England: Class: RG11; Piece: 1955; Folio: 27; Page: 29; Line: ; GSU roll: 1341471)

Arthur was sent to Canada through the Church association. The manifest discloses that the party traveling expected to ship through to Winnipeg.

Arthur Bowler, 16, placed with James Hardwicke, emigrated under care of Church Emigration Society

I proceeded on the Tenth of January last and inspected Arthur Bowler placed about the last days of June 1889 with James Harwicke situated on Lot ????? near Souris River and South of Brandon. Bowler stated he is in good health and well satisfied with Mr and Mrs Harwicke and wants to continue with them and would not like to return. His arrangement was for one year, for his board and clothes and optional to Mr Harwicke to give him more. Through conversations had with him and other judications causes me to believe that he is well placed with his new place and that Mr and Mrs Hardwicke was kind to him, and also the Hardwickes are satisfied with the boy
