William was the son of Thomas James Constable, a bricklayer born in Brighton, Sussex, England. He arrived in the US in 1888 with his sister Edith Henderson and her family, after deserting his wife, Sarah Jane Picknell (whom he married in 1878 in Eastbourne, Sussex, England), and his children, including William Constable. Thomas said he was going to Scranton, Pennsylvania, but then at some point moved to Busbee, Arizona, where he resided from at least 1900.
William Constable, 10, arrived in Halifax, Nova Scotia, Canada, with a group of 59 boys en route to Toronto, Canada.
In 1901, William Constable, 17, is shown as an inmate in a group home (probably Barnardos) with David White as the resident superintendent, in Winnipeg, Manitoba, Canada. His birth date is shown as May 4, 1883, and his immigration year as 1894.
On January 17, 1916, William Constable enlisted in the Canadian Armed Forces. He declared that he resided in Souris, Manitoba, Canada; that he was born in Eastbourne, England; that his date of birth was August 30, 1885; that his next of kin was his guardian, Mrs. Terrant, of Watford, England; and that his trade or calling was farming. He was described as 5 foot 4 inches in height; fair complexion; blue eyes; and dark auburn hair. He professed the Presbyterian faith.
