His mother was Fanny Cowell who was an unmarried domestic servant who left him in the care of his Grandmother Emma White. She was unable to care for him when she was 71 in 1902 and placed him with Barnardo's.
In 1903, Frank Cowell, 9, arrived at Quebec, Canada, along with a group of 194 Barnardo children en route to Toronto, Ontario, Canada.
He was first placed with George Grace of Strassmore, Ontario, Canada.
In 1911, Francis Cowell, 17, was shown as a laborer to William and Martha Scott of Watt, Muskoka, Ontario, Canada. His date of birth is shown as May 1894 and his immigration year as 1903.
On November 12, 1914, Frank Cowell, 21, enlisted in the Canadian Armed Forces. He declared that he was born in Dunmow, Essex, England; that his next of kin was Mrs. E. White, who resided at Duton Hill, Dunmow, Essex, England; that he was born May 23, 1894; that he was a sawmiller; that he belonged to the 23rd Regt. of the local militia; and that he was not married. He was described as 5 foot 6-1/2 inches in height; fair complexion; blue eyes; fair hair. He was a member of the Church of England. He had a scar on his left thumb.
