Charles was placed with E. Gallup, Richmond, Ontario, Canada.

The Guardians of this Union direct me to acknowledge the receipt of your letter of the 23rd June, No. 63,070 A.1904, together with those Reports; and to point out it appears to them they are quite useless inasmuch as one is dated 29th October 1903 and the othe relating to Charles Goble 26th February 1903, one year and 4 months ago.
Goble's Report is that he is of good character, etc., etc., but as a fact he has been returned, as your Honourable Board is aware, to England for committing a Rape about a little child of five. With your consent he is now on the Training Ship "ARETHUSA". Under these circumstances the Board direct me to ask if you can send them the Reports within a short period of the actual visit.
