On April 18, 1891, Thomas Henry Oates, 16, was shown as an inmate at the Barnardo Home in Russell, Manitoba, Canada.
The Winnipeg Free Press reported on August 10, 1891:
A youth named Thomas Henry Oates was arrested here yesterday at the instance of Mr. Struthers, manager of the Barnardo Home at Russell, who charges him with stealing a gun, watch, clothing and a sum of money from James Fisher, of Russell. Oates was an inmate of the Barnardo home and was working for Fisher when he committed the robbery. He cashed the gun and other portions of the stolen goods before reaching the city. Mr. Struthers will arrive in the city to-day with a warrant, and take Oates back to Russell for trial.
