In 1910, Frederick Partner, Sr., and his brother were out of work and residing in the Marylebone Workhouse. Clara ultimately left Frederick.

Florence Partner was placed into Annie MacPherson's home in Bethnal Green, London. Brother Frederick Partner was placed into Fegan Homes from 125 Canrobert Street, Hackney Rd., on June 21, 1910. Brother (Thomas) George Partner was admitted on October 11, 1910 from 59 Emma Street, Hackney (he returned to his father in 1912). Both brothers were admitted by their father, Frederick Ernest Partner.

In 1910, Florence Partner, 7, arrived at Quebec, Canada, in a group of 93 MacPherson children accompanied by Mr. Merry and en route to Stratford, Ontario, Canada. (Brother Frederick Partner, 10, arrived at St. John, New Brunswick, with Fegans in 1910.)
