11 November 1899 the mother being unable to control the boy as she was out at work all day. The mother to pay 1/- per week
whereabouts of mother unknown since 1 January 1901. On 12 June 1901 Herbert was dsicharged to Dr Barnardo Homes.

Age 14, comfortable home, employed at general chores, healthy, attends Baptist Church and Sunday School, character-well behaved, Potten says that he is generally well used. The only complaint that he has to make is that "they jaw him considerably"
Mr Cooper states that the boy is slow and that he sometimes loses patience with him, and he finds it hard to teach him, but he thinks that he is improving.
