Arthur Tovey and his mother, Annie, were admitted on numerous occasions to the Lambeth Workhouse throughout his young life. Arthur was discharged for the final time on June 12, 1901, into the care of Dr Barnardo's Home. In 1901, Annie Tovey, 51, was a pauper residing in Lambeth Workhouse, London, England.

Annie and Arthur Tovey had been chargeable since 1890 with the exception of a few days in and out.

Sent to Canada by Lambeth Union, inspection undertaken on March 10th 1902, address given as Mackay Mackenzie, Oriel, Oxford, Ontario,

Age 13, very comfortable farm home, employed at light chores, a healthy boy, attends Baptist Church and Public School regularly character-well behaved, terms - indentured for 5 years, provision for schooling and $100, he has been well placed and is progressing satisfactorily, is happy and contented and treated kindly. I saw him at school and he looks very well indeed.

On December 18, 1915, Arthur Tovey, 25, enlisted in the Canadian Army. He gave his next of kin as mother, Annie Tovey (widow), 25 Paris St, Lambeth Road, London. He declared that he was living 110 Park Avenue, New Durham, Ontario, Canada; that his date of birth was July 1, 1888; that he was born in London, England; that he was a farmer; and that he was not married. He was described as 5 foot 2-1/2 inches in height; fair complexion; grey eyes; light hair. He was a member of the Methodist faith.

On February 15, 1922, at Burgessville, Oxford, Ontario, Canada, a marriage was registered between Arthur Tovey, 32, farm laborer, born in England to parents unknown; and Velma Woodrow, 20, born in the Township of North Norwich, Oxford, Ontario, Canada, to George Woodrow and Emily Plaster.
