In 1897, W. E. Turtle, 9, arrived at Quebec, Canada, along with a group of 137 Barnardo children en route to Toronto, Ontario, Canada.

He declared that he resided in Port Hope, Ontario, Canada; that he had no relations in Canada; that his final destination was Oakland, California; that he carried $400 on his person; that he had last been in the US in 1916; that he intended to visit for 2 weeks. He was described as 5 foot 4 inches in height; medium complexion; brown hair; green eyes. He was born in London, England.
