In 1905, Clarence Philbey, 10 (along with brother, Arthur Philbey, 13) arrived at Portland, Maine, United States, in a group of 269 Barnardo boys.

On June 3, 1915, at Niagara Camp, Ontario, Canada, Clarence Philby, 21, enlisted in the Canadian Armed Forces. He declared that he had been born in Aylesbury, England; that his next of kin was Arthur Philby who resided at Faehenburg Station, Ontario, Canada; that his date of birth was May 31, 1894; that he was a farmer; and that he was not married. He was described as 5 foot 3 inches in height; fresh complexion; blue eyes; fair hair. He was a member of the Baptist faith. He had 5 vaccination marks on his left arm; slight left side varicocele; and 2 web toes on both feet.
