In 1901, Frank L. Herbert, 1 month of age, was shown residing at 15 West Road, Reigate, Surrey, England. Other family members included: Arthur A. Herbert, 5; Charlotte F. Herbert, 26; Ernest W. G. Barnardos reported that the children's father was a blackguard, "drunkard and destitute" and had deserted the children. His wife Charlotte Fanny (Chappell) Herbert was left to take care of the children and was not able to and the children were on the verge of starvation. It also stated that there were two children who were left in England, the oldest boy (Percy) and a baby daughter (who was later adopted out).

Robert Boucher Herbert was son to John Herbert and had a brother James Boucher Herbert. In the 1901 census for both James and Robert they listed where they were born as Gloucestershire Gloucester.
