In March, 1909, Edward Higgins, 17, crossed into the United States through the port of Winnipeg, Manitoba, Canada. He declared that he was a laborer; that he resided in Winnipeg, Manitoba; that he was born in England; that he had no relations in Canada; that his final destination was Chicago, Illinois; that he carried $27 on his person; and that he had no final address in the United States. He was described as 5 foot 3 inches in height; fair complexion; brown eyes; blond hair; and that he was born in Devenport, England.

Edwin Morris Higgins, a Barnardo boy, who a year ago was articled to a western Canada farmer for three years for $175, left his place several days ago and went to Minneapolis, where he was found employment as elevator boy in a building by the Salvation Army.
